WebDoing this in 2.4.2 Patch, I can confirm that the Crown is Still available, I handed in all 4 enemy city flames to get the crown, however since I handed in Exodar 2nd, I can't confirm that you only need SW/IF/Darn, or the corresponding Horde towns for Alliance, like the previous Midsummer Fire Festival.
