I was having graphical glitches and artifacts with this game after intstalling Nvidia 526.47. Installing back driver 522.25 solved the problem. It's the new driver that caused me problems hope it helps anyone. Having them also since the last nvidia driver update.

The issue is that the game has a hard limit of how many graphical assets can be loaded into it. Warfare Expanded and City Styles both add a lot of assets so together they will trigger graphical glitches like this and eventually unavoidable crashes. Notguilty-4.
